Republican Policy Committee Chairman Kevin Hern of Oklahoma’s 1st District announced his support for HR 1, known as the One Big, Beautiful Bill Act. This legislation aims to solidify several key components of former President Donald Trump’s agenda.
“It took an incredible amount of work to get this bill across the finish line, starting several years ago with field hearings, stakeholder meetings, and a lot of research into niche tax policy,” said Rep. Hern. “The result is a bill that everyone can be proud of. This legislation keeps the 2017 tax cuts in place, adds additional tax cuts for working families and senior citizens, strengthens the military, protects small businesses, secures our border, combats human trafficking and drug smuggling, and will make America strong and safe again.”
Rep. Hern further commented on the significance of this legislative effort: “Working on legislation of this scale and importance has been the highlight of my Congressional career. We couldn’t have done this without the leadership of President Donald Trump. His vision for a brighter future and his compelling and charismatic campaign are the reasons we have the legislative majorities to pass this bill.”
The act incorporates various bills previously introduced by Rep. Hern. Among them is the WIRED Act co-authored with then-Senator JD Vance, which proposes a 1% tax on remittances sent out of the country—a policy initially successful at the state level in Oklahoma.
Another priority included in HR 1 is full expensing for structures, allowing factories and manufacturing facilities to expense construction costs when building new facilities in the U.S., aimed at bringing jobs back to American soil.
Additionally, Rep. Hern’s Education and Workforce Freedom Act expands tax-advantaged 529 accounts for K-12 students across different educational settings—public, private, religious or home school—and includes expenses such as licensing fees or credentialing costs. The act also broadens qualified expenses under these accounts to cover curriculum materials, books, online resources, tutoring services for students with disabilities as well as dual enrollment fees for college courses and exam costs.
