Congressmen Brett Guthrie and Bob Latta have announced a rescheduled date for a hearing focused on pipeline safety policy. The hearing, titled “Strengthening American Energy: A Review of Pipeline Safety Policy,” took place on Tuesday, July 22, 2025, at 10:30 AM ET in the Rayburn House Office Building.Â
“Safe and secure pipeline infrastructure is a vital part of ensuring our nation’s energy dominance,” said Chairmen Guthrie and Latta. They emphasized the importance of discussing priorities for pipeline safety reauthorization to ensure pipelines operate reliably across the country.
Sarah C. Miller, President & CEO of GPA Midstream Association, testified before the House Energy Subcommittee on this matter. Representing over 50 member companies, Miller highlighted the industry’s commitment to safety and economic contributions. She called for regulatory clarity in pipeline safety reauthorization.
Miller’s testimony included recommendations for the Pipeline and Hazardous Materials Safety Administration (PHMSA) reauthorization. She suggested eliminating duplicative oversight by aligning gas in-plant piping regulations with those for exempted liquid piping, as these systems are already covered by OSHA standards. Additionally, she advocated for including gathering pipeline operators in the Gas Pipeline Advisory Committee to address their unique needs.
Miller also recommended shifting from prescriptive rules to performance-based regulations using advanced inspection technologies to enhance safety while reducing costs and disruptions. She urged Congress to prioritize regulatory predictability and collaboration with PHMSA.
The hearing aims to explore these issues further and discuss steps needed for safe and effective pipeline operations.
